CENTRAL WORKING COMMITTEE
Roles of Committees
Central Working Committee:
The Central working committee shall be the highest decision making body of the organisation
and shall be headed by the Imam. Its membership shall include officers of the central
administration, as well as the chairmen and secretaries of all Working Committees,
and its role shall include the following:
Central Administration
The central administration consists of the Imam, General Secretary, Deputy/Asst
Gen Sec, Fin Sec, Treasurer and Legal Adviser, with the Imam as the head. Its functions
include:
Advisory Council to Imam
- Deputise for the Imam
in his absence
- Advise the Imam on organisational
and spiritual matters
- Act as ambassadors of
Al-Usrah within and outside Port Harcourt
- Provide a pool from
which a replacement Imam can be appointed when the need arises
Da’awah
- Propagate Islam, including
the writing of articles, presentation of radio & television programmes etc.
- Provide spiritual guidance
and support to members (both adults and children), new Muslim converts, as well
as Muslims veering off the path of Islam
- Supply topics of discussion
and suitable speakers for lectures, symposia, seminars, workshops and conferences
- Facilitate Al-Usrah
regular lectures, as well as other lectures on spiritual matters
- Organise and facilitate
lectures, symposia, workshops, conferences, guidance & counselling and career
talks within Al-Usrah, as well as with other organisations
- Organise exchange programmes
between Al-Usrah and other Islamic organisations
- Organise formal courses
on Qur'anic and Arabic studies
Business:
- Set up viable, Halal
business ventures with the ultimate aim of empowering the organisation and its members
economically
- Invest in other viable
halal businesses
- Liase with other Islamic
organisations on business-related activities
- Organise business related
seminars and workshops
Welfare:
- Maintain a database
of members for use in planning and welfare purposes
- Set-up and administer
welfare trust fund
- Facilitate general well
being of Al-Usrah members, as well as Muslims in the larger society
- Facilitate happy-home
forums
- Organise picnics for
children and adults in the organisation
Zakat:
- Collect and disburse
Zakat
- Create awareness of
Zakat institution
- Collect and disburse
Zakat-ul-Fitr
Construction
- Develop conceptual/detail
design of physical projects
- Follow up necessary
legal approvals for all projects
- Responsible for physical
construction on site
- Schedule project reviews
- Provide technical/engineering
supervision for all Al-Usrah physical development projects
Logistics:
- Invite and arrange transportation
for speakers and guests for lectures, symposia, seminars, workshops and conferences
- Smooth and hitch-free
execution of all organised programmes and events
- Provide foods and drinks
during Al-Usrah programmes and events
- Arrange for gifts, prizes,
etc., during programmes organised by Al-Usrah, as well as gifts for members during
major occasions such as nikkah, aqiqah, etc.
Infrastructural Services
- Maintenance and management
of mosque facilities: physical structure, public address system, utilities etc.
- Upgrades to existing
buildings and equipment owned by Al-Usrah as agreed by CWC
- Custodian of social
infrastructures (chairs, canopies etc). They can make money from renting of the
chairs and canopies to members and non-members for halal uses.
Publicity:
- Media and public relations
- Printing of pamphlets,
tracts and other documentation
- Electronic documentation
of Al-Usrah programmes
- Provide pubic address
system during Al-Usrah activities
Special:
- Special duties, not
covered under the functions of the other committees, as directed by the CWC
Zonal Co-ordinators
- Co-ordinate neighbourhood
usrah activities
- Sharing of best practices
from across the zones
- Handling of welfare,
social and spiritual issues within the zones
- Responsible for escalating
unresolved issues within the zones to Central Administration
Sisters Programme:
- Organise regular "Sisters
Forum"
- Provide resources to
other committees as and when required
- Co-ordinate children's
activities during Al-Usrah weekly programmes and other events
Limits of Committees' Authority
- All communications and
correspondences with outside bodies must be with the express knowledge and approval
of the central working committee.
- Minutes of all committee
deliberations shall be properly documented and a copy passed to Al-Usrah secretariat.
- Committee decisions
shall be properly documented in the appropriate reporting form and presented to
the CWC (Central Working Committee) for review and approval.
Committee Meetings
- The central working
committee shall meet at least, once every quarter, to review the affairs of Al-Usrah.
However, emergency meetings may be convened anytime when necessary.
- Each working committee
shall meet at least, once every month, to deliberate on committee issues. Additional
meetings may be held when necessary.
- Quorum for CWC meetings
shall be formed by 7 people, which will include the Imam and Secretary or their
representatives.
Financial Procedure
- All funds of the body
should be lodged in the organisation’s bank account
- All accounts of all
income and expenditure activities should be made not later than one week after the
activities to the Financial Secretary or the Treasurer.
- All requests for funds
should be approved at a formal meeting of the CWC or Central Administration Committee
on special cases.
General Activities
Some of the activities of Al-Usrah include the following:
- Weekly and quarterly
lectures to increase the knowledge, understanding of Islam and the Iman of members
- Weekly teaching of children
to inculcate in them proper Islamic ethics (Adab)
- Monthly sisters forum
to educate sisters on their roles at home and in the society
- Recitation of Al-Qur’ãn
at the residence of members, with the aim of encouraging the learning of Al-Qur’ân
and its meaning, to enhance the ability to propagate Islam, for personal protection
as well as to seek the pleasure of Allah
- Group Tahjud prayers,
designed to encourage members to perform Tahjud prayers, as well as to appreciate
its importance and spiritual benefits
- Special lectures during
the month of Ramadhan which is usually delivered by speakers invited from outside
Port Harcourt, to reawaken the consciousness of Muslims and the larger society.
- Special programme at
the beginning of the month of Muharram to herald, as well as to create awareness
of, the Hijra calendar. This is one of the efforts of Al-Usrah towards the re-orientation
of the mind of Muslims who are already attuned to the Gregorian calendar and its
associated false practices (such as Easter, Xmas, Boxing, etc.) in preference to
or disregard of Islamic calendar.
Projects
Al-Usrah is involved in several projects, for the benefit of its members as well
as the community at large. Some of these projects include:
Pamphlets and Tracts:
As part of its Da’awah efforts, Al-Usrah prints and distributes pamphlets and tracts
which address various issues, and are designed to enable Muslims, as well as non-Muslims
alike, appreciate Islam better.
Nursery/Primary
& Secondary School:
In order to satisfy the need of the Muslim community, Al-Usrah has established a
Nursery/Primary & Secondary School with the sole objective of giving to our
children good quality and properly blended education, for their healthy growth as
Muslims.
Al-Usrah Co-operative:
Al-Usrah has a co-operative to cater for the needs of Muslims and non-Muslims, with
the ultimate aim of empowering the Muslim Ummah economically. The investment for
this business is from sales of shares to members. Profit and loss will be shared
in accordance with Islamic economic principles.
Audio/Video Recording:
Special programmes organised by Al-Usrah are audio- and video-recorded. This is
one of the means of generating income for the organisation.
Sponsorship Programmes:
Within available resources, Al-Usrah contributes on a regular basis, to Islamic
development programmes.
Welfare Programme:
Al-Usrah has a programme in place to attend to the material as well as the spiritual
needs of its members and non-members.
In addition to the
projects listed above, Al-Usrah also has plans to establish in the near future,
pharmaceutical shops and hospitals, as well as Islamic financial institutions.
